Résumé
This paper seeks to demonstrate the early structuring of a strategy of avoiding publicity which continues to occupy a major place. This strategy mobilized great legal expertise in order to create a legal order derogating which is characterized by great adaptability. Indeed, endogenous and exogenous disturbances did not succeed in changing it until terrorism forced a powerless executive power to organize a charismatic exit from the crisis structured around the staging and strengthening of the apparatus of information. Then it experienced the most notable developments without breaking with its original matrix.
