The purpose of these reflections is to highlight the need for democratic governments to listen more carefully to the counter-expertise of the governed, in order to produce a more participatory democracy. For these governments, the challenge is one of escaping from a double impasse: on the one hand, that of populism, which claims to embody the voice of the people, but without listening to it; and, on the other hand, that of a vertical power, whose grandeur is perceived as a mark of ignorance or contempt.
