"It is tried to verify in the Venezuelan politicalsystem of the period 1989-1993 the pluralisticcharacter as essential element of everydemocratic régime, according to Robert Dahl´spoliarchic approach, referred to the effectivepresence of social and political groups in a politicalsystem. For that purpose a documental researchwas carried out in order to show us the politicalreality of the period at issue, to the effects ofchecking the democratic pluralism by means ofthree indicators: its established norms, the existenceof social organizations and opposed politicalorganizations and the effective capacity of politicalparticipation of these organizations. Weverify the pluralistic element in the political systemof the time, but with certain limitations referredto a performance of this democratic qualitymostly limited to the political parties, by virtueof the scarce participation of social organizations,in spite of a moderate increment of thesame ones in the studied period."
