This text aims to explain how territorial actions structure the metropolitan area of Lyon. The Lyon area is fully accepted as a functional urban region; for instance, it covers the employment area or integrates most of the commute to the central core. However it is still not widely identified as a pertinent project scale. Based on the original analysis of seven metropolitan projects, we offer to show how stakeholders try to build this territory. Our investigation indicates that only a small amount of actors, on a metropolitan scale, are involved. All the territorial actions are due to the same institution and people. They have two kinds of speech to legitimate the metropolitan scale as valid for territorial action. Stakeholders seek to produce metropolitan dynamics through action in various fields such as culture, sport or tourism.

Cette communication propose de montrer comment le territoire métropolitain lyonnais se structure au travers d'actions portées à cette échelle. La région lyonnaise fait état d'une métropolisation fonctionnellement avancée, mais reste peu identifiée comme une échelle de projet. En nous appuyant sur une recherche inédite en urbanisme portant sur sept actions, nous proposons de détailler comment certains acteurs essayent de construire le territoire. Notre approche fait ressortir la présence d'entrepreneurs métropo-litains, principaux acteurs de la constitution métropolitaine. Le recoupement des actions montre une forte imbrication institutionnelle ajoutée à la présence récurrente d'un cercle restreint d'acteurs. Porteurs d'un double discours justificateur, ils cherchent à produire des dynamiques métropolitaines par l'action en se saisissant de multiples champs tels que la culture, le sport ou encore le tourisme.
