Dynamics of social engineering activities in the economic development pole (PDE) of Bandé (Zinder region).

As part of its intervention in Niger, the IFAD program has adopted, since 2012, aninnovative approach in terms of support for the marketing of agro – sylvo-pastoralproducts. It focuses on the poles of economic development (EDP). This article is about capturing the dynamics of social engineering activities in the development of road and market infrastructures at the level of the economic development center of Bandé in the Zinder region. Social engineering presupposes the concertation of all the players around collection centers and PDEs. The consultative framework, commonly known as "Hadin Gwiwa", is implemented by the IFAD Family Farming Development Program (ProDAF). The study focused on the weekly markets of Bandé and Babban Roua. Two tools (an interview guide and a questionnaire) were used to collect the data. The questionnaire survey covers a sample of one hundred and fifteen (115) players (traders, consumers and transporters). The results show that consultation frameworks play a decisive role in the participation of actors in the construction of infrastructures. These activities have had direct effects on the development of road and market infrastructure in the Bandé PDE.

Dans le cadre de son intervention au Niger, le programme FIDA a adopté, depuis 2012, une approche innovante en termes d’appui à la commercialisation des produits agro–sylvo- pastoraux. Elle est axée sur les pôles de développement économique (PDE). Il s’agit à travers cet article de saisir la dynamique des activités d’ingénierie sociale dans le développement des infrastructures routières et marchandes au niveau du pôle de développement économique de Bandé dans la région de Zinder. L’ingénierie sociale suppose la concertation de tous les acteurs autour des centres de collectes et des PDE. Le cadre de concertation, communément appelé « Hadin Gwiwa », est mis en place par le Programme de Développement de l’Agriculture Familiale (ProDAF) du FIDA. L’étude a porté sur les marchés hebdomadaires de Bandé et de Babban Roua. Deux outils (un guide d’entretien et un questionnaire) ont permis la collecte des données. L’enquête parquestionnaire a porté sur un échantillon de cent-quinze (115) acteurs (commerçants, consommateurs et transporteurs). Les résultats montrent que les cadres de concertation jouent un rôle déterminant dans la participation des acteurs à la réalisation des infrastructures. Ces activités ont eu des effets directs sur le développement des infrastructures routières et marchandes dans le PDE de Bandé.
