Torture as a state practice in the Maghreb countries, Torture, though it has always been denied in official statements and is forbidden by law in the three counties that make up the Maghreb, is still very alive according to numerous witness accounts and is at the heart of the issue of the relationship between the regime and its oppositional forces. Torture is not a marginal police practice, occurring only exceptionally to a small number of prisoners. Its continued use reveals the authoritative nature of the regime – it must only occur once for all prisoners to become susceptible to be tortured. But why haven’t the Maghreb countries been able to definitively end this practice that discredits the police services and the justice system ? This article attempts to respond to this question.
