Assessing the higher education quality by the international university rankings for is an evident need not only in Vietnam but also in almost other countries around the world. However, it is not the same evidence to correctly understand and use these rankings. Since 2009, a new ranking for research institutions has been developed and published once every year by the Spanish Scimago Lab: SCImago Institutions Rankings (SIR). Thus, in 2011 three Vietnamese research or higher education institutions are ranked by SIR: Vietnam National Academy of Science and Technology (VAST), Vietnam National University Hanoi (VNU) and Vietnam National University Ho Chi Minh City (VNU-HCM), with a results rather different for comparison with the usual perception about the research quality in Vietnam. For this reason, lots of educational and scientific managers seem to be careful in regards of this new ranking. The purpose of this article is to, firstly, analyse the creation context and the methodological fundamentals of SIR, then discuss about its strengths and weaknesses, and finally verify the exactitude of the used ranking data in the case of these Vietnamese institutions. On this base, some conclusion and recommendations are presented, aiming to improve the organization and management of research and publication activities in Vietnam. Citation: Nguyen Tan Dai. 2012.
