Le panorama de la démocratie en Amérique latine en 2022 est encourageant, sans être enthousiasmant. Plus de quarante ans après la fin des dictatures militaires, la démocratie s’est en effet consolidée et approfondie partout, sauf à Cuba où le régime castriste reste liberticide et où les élections ne permettent pas de renouveler le personnel politique. Ailleurs sur le continent, la démocratie n’est toutefois pas pleinement stabilisée. Les cas du Venezuela et du Nicaragua illustrent la fragilité récurrente de la démocratie, jamais totalement à l’abri d’un dévoiement. Comment expliquer ces intermittences ?

The panorama of democracy in Latin America in 2022 is encouraging, yet does not inspire enthusiasm. More than 40 years after the end of the military dictatorships, democracy has indeed been consolidated and deepened everywhere - except in Cuba, where the Castro regime remains freedom-destroying, and elections fail to allow for the renewal of political personnel. Elsewhere on the continent, however, democracy is not fully stable. The cases of Venezuela and Nicaragua demonstrate the recurrent fragility of democracy, which is never completely safe from derailment. How can these intermittencies be explained ?
