Brittany, with 4.5 million inhabitants, is a strongly differentiated region in the northwest of France. It has a threatened Celtic language but a vibrant culture and a strong aspiration toward devolution. Economically backward until the 1950s, it has developed rapidly since then, notably as a result of the organization of its civil society.
