Tournant des politiques migratoires en Argentine : vers une nouvelle politique territoriale ?

In a context of new presidential elections in Argentina the article analyses the changes in territorial policy within this country of the Southern Cone, in the light of migration policies adopted since the mid-2000's. While it had always promoted European immigration, the Argentinean State is opening up to migrants from neighbouring countries and seeking to establish a policy more consistent with the migration realities of its territory, through the adoption of the Law Giustiniani (2004) and the "Patria Grande" plan (2005). The revival of the Mercosur integration process is the main engine to this opening; the new migration policy is implemented at the local and provincial level. Though this does not yet guarantee a social and economic integration process of migrants from bordering countries, the State at least acknowledges their role in building the national territory.

A l'heure des nouvelles élections présidentielles en Argentine, l'article analyse les changements de politique territoriale de ce pays du Cône Sud à la lumière des politiques migratoires adoptées depuis le milieu des années 2000. Alors qu'il a toujours promu l'immigration européenne, l'Etat argentin se tourne, avec l'adoption de la Loi Giustiniani (2004) et le programme " Patria Grande " (2005) vers les migrants issus des pays voisins et cherche à construire une politique plus cohérente avec la réalité migratoire de son territoire. La relance du processus d'intégration du Mercosur est le principal moteur de ce tournant ; la nouvelle politique migratoire est appliquée à l'échelle locale et provinciale. Même si cela ne garantit pas encore un processus d'intégration économique et sociale des migrants limitrophes, l'Etat reconnaît au moins leur rôle dans la construction du territoire national.
