Dans cet article, on examine d’abord les mécanismes constitutifs des crises financières internationales qui s’apparentent désormais à des crises de change systémiques. On souligne ensuite l’étonnante actualité de l’œuvre maîtresse de H. Thornton, An Enquiry into the Nature and Effects of the Paper Credit of Great Britain (1802), avant de voir ce que pourraient être les contours d’une politique de prévention et de gestion des crises financières internationales à la Thornton, autant sous l’angle macro-prudentiel qu’en ce qui concerne les caractéristiques d’un prêteur international en dernier ressort.

In this article, one first examines the constituent mechanisms of international financial crises that appear henceforth as systemic crises. One then underlines the astonishing actuality of the master work of H. Thornton, An Enquiry into the Nature and Effects of the Paper Credit of Great Britain (1802), before examining what could be the contours of politics of prevention and management of the international financial crises in the Thornton’s way, from a macro-prudential point of view as well as with regard to the features of a last resort international lender.
