The research deals with the definition of the stakes andrequirements involved in setting up an employers group in thecultural sector, with the specific application of recent music. Afterhaving drawn a picture of the fragmented, insecure, and lowerpaid part-time jobs in that sector, the research consists of twocase studies in regional “recent music” networks. Firstly toobserve human resources characteristics in small sizeorganizations, who are mainly part of the non-profit sector, andsecondly to identify what criteria may create a stumbling block forthe implementation of an employers group.This research is of an abductive nature and includes exploratoryquestionnaires run on the first regional network composed of 22structures. The second methodological step is based on 63 semistructuredinterviews held in the second regional network.The results are used to identify the recommendations on theconditions, both technico-economic and socio-politic criteria to beconsidered in the context of the establishment of a group ofemployers. The research’s theoretical framework, refers to thenon-profit sector sociological studies, the “conventions” theory(Boltanski and Thévenot 1991), and the social regulationapproach (Reynaud 1993). We hypothesize that the differentgovernance levels in cultural non-profit organizations, as well asthe various conventions and social regulations to be found inthose structures, must be taken into account in order to predictthe possible creation and development of an employers group.
