This article aims to propose a theoretical framework that integrates the concepts of dynamic capabilities as antecedents of strategic intelligence processes and function, innovation and competitive advantage. Sensing and Seizing of opportunities as Dynamic Capabilities and their foundations, such as individual and organizational learning, Analytical systems, Organizational design, structure and incentives and Resource allocation processes have a significant impact on the identification of innovation opportunities and their development in aiming to gain a sustainable competitive advantage. Our theoretical framework show how strategic intelligence tap into the dynamic capability of Sensing opportunities to transform information on actionable knowledge and wisdom then how the dynamic capability of Seizing enable strategic intelligence to influence the decision making processes, particularly the resource allocation decisions that will turn innovation into a source of sustainable competitive advantage.

L’objectif de cet article est de proposer un cadre théorique intégrant les capacités dynamiques comme antécédents de l’intelligence stratégique, l’innovation et l’avantage concurrentiel. Les capacités dynamiques d’identification et de saisie des opportunités et leurs fondations respectives, notamment la faculté d’apprentissage, les systèmes et les cadres d’analyse, le processus d’allocation des ressources, la configuration des modèles d’affaires, les structures et les processus organisationnels ont un impact sur l’identification et le développement des opportunités d’innovation et leur transformation en un avantage concurrentiel. Dans un premier temps, nous explorons, comment l’intelligence stratégique puise ses ressources dans les capacités dynamiques d’identification des opportunités pour transformer les informations en connaissances et ensuite en savoir utile à la prise de décision. Nous démontrons ensuite comment la capacité de saisie des opportunités permet à l’intelligence stratégique d’influencer les décisions d’allocation de ressources nécessaire au développement de l’innovation.
