Do “work debate spaces” help to regulate the paradoxes of New Public Management (NPM)? Since the 1990s, in order to overcome the limits of public organizations, NPM has driven radical reform. However, it has created many paradoxes regarding questions of performance, culture, and legitimacy in public organizations. This article argues that “work debate spaces” are partly able to regulate these paradoxes. It presents a case study of a public training organization. The results show that NPM creates major paradoxes in this organization and that “work debate spaces” are partly able to regulate these paradoxes. Our results highlight the important role management tools play in this regulation. They also underline the weakness of this regulation and difficulties in disseminating its effects throughout the organization when it is not supported and valued by top management. These results enrich the existing literature.
