The promotion of a country, region, or city requires that the public administration in charge of economic promotion understand the needs of a company that wishes to locate in a specific territory. This paper identifies the main location criteria foreign investors are supposed to take into account in their location decision and the scores they give to those criteria, based on a study conducted with foreign companies located going back one to five years in a specific region of Western Europe. The purpose is to provide foreign investors with a checklist in order to help them compare various location opportunities as well as a set of criteria based on which a country may invest in order to meet foreign companies’ expectations and attract their investments.
