Did the war pay for the war? An assessment of napoleon's attempts to make his campaigns self-financing

« Vous devez avoir pour principe que la guerre doit nourrir la guerre » recommandait Napoléon au maréchal Soult en 1810. Le Duc de Dalmatie devait également prendre « les mesures les plus efficaces pour pourvoir à la solde et aux besoins de votre armée ». Les trois moyens utilisées pour atteindre cet objectif consistaient en : des saisies ordinaires, des gains financiers obtenus par les traités de paix et des économies réalisées grâce aux troupes alliés ou entretenues à l’étranger. Cet article analyse dans un premier temps les moyens définis par Napoléon pour financer ses guerres, et dans un second temps la réussite ou non de ses objectifs. Des éléments financiers détaillés constituent les annexes de cette étude.

“You must make it your guiding principle that the war must feed the war,” Such was Napoleon’s recommendation to Marshal Soult in 1810. The Duke of Dalmatia was also told to take “the most e?cient measures possible to provide for the pay and material needs of your army”. The three methods used to achieve this goal were: the seizure of money and property (so-called ordinary contributions or saisies ordinaires); the ?nancial gain derived from peace treaties; and the amounts saved via the policy of using allied troops or by having French soldiers maintained by the allied states in which they were stationed. This article is ?rstly a discussion of this, Napoleon’s attempt to make his campaigns abroad self-?nancing and secondly an assessment as to whether he succeeded. It includes four appendices giving the ?nancial details.
