La planification centrale et ses alternatives dans l’expérience des économies socialistes

Le système de planification centralisée fut fondé sur un ensemble d’institutions spécifiques (régime politique de parti unique, propriété d’État, administration hiérarchique de l’économie) et d’une doctrine hostile au marché et au capitalisme. Sa mise en œuvre historique a montré certains succès dans les pays peu développés, lors des premières phases du processus d’industrialisation, avec des conséquences ambivalentes de la centralisation de l’investissement. Mais en comparaison des défauts du système capitaliste et du marché, il échoua dans l’ensemble à atteindre ses principaux objectifs : constituer un mode alternatif et progressif de coordination de l’économie nationale.

The system of centralized planning was established on the basis of a nexus of specific institutions (the one-party political regime, state ownership, hierarchical administration of the economy) and an official doctrine hostile to capitalism and to the market. The historical experience in the numerous countries where it was implemented offers some evidence of success in poor countries, in the initial development process, with ambivalent benefits deriving from the high degree of investment centralization. In comparison however to the classical faults of the capitalist system and of the market, centralized planning proved a relative failure, from the point of view of its main objective : to offer an alternative and progressive model for the coordination of the national economy.
