Introduced on October 13th 2014 by the new legal framework on the future of farming, food and forest, Territorial Food Projects (TFP - PAT in French: Projets alimentaires territoriaux) are meant as a tool for developing sustainable and territorial food systems. However, the multi -dimensionality of these types of projects as well as the collaborative approach the territorial actors wish to put in place have led to uncertainty as to the means and methods to carry out such projects. In March 2017, the French Ministry of Agriculture, Food and Forestry announced its intention to have one TFP in France by the end of 2017 and 500 by 2020. Seeing an opportunity in this flourishing market, Gressard Consultants carried out a study to understand the needs of the territorial actors when implementing TFP in order to propose a methodology that best corresponds to the realities of the field.

Prévus dans la Loi d’avenir pour l’agriculture, l’alimentation et la forêt du 13 octobre 2014, les projets alimentaires territoriaux (PAT) semblent être un outil pour développer des systèmes alimentaires territoriaux durables. Cependant, de par leur multi-dimensionnalité et la volonté d’avoir une démarche collaborative, les acteurs de terrains semblent ne pas toujours avoir les moyens et/ou connaissances pour mener à bien ces projets sur leurs territoires. En mars 2017, le Ministère de l’Agriculture, de l’Alimentation et des Forêts a annoncé vouloir avoir un PAT par département en France à la fin de l’année 2017 et 500 en 2020. Face à ce marché fleurissant, Gressard Consultants a voulu faire une étude pour comprendre les besoins que peuvent avoir les acteurs de terrain pour mener à bien ce type de projet afin de proposer une méthodologie d’accompagnement qui corresponde au mieux des réalités de terrain.
