Since their independence in 1971, the United Arab Emirates have been witnessing an extraordinary change in its speed and size. Still, this success story is haunted by the prospect of the end of the oil rent.The Federation thus tries to ensure the lasting of its affluence, through the diversification of its wealth sources, and the search for new horizons. It thus aims at avoiding to get cornered within a frail Persian Gulf, and an frightening face to face with the Islamic Republic of Iran.The Red Sea is thus looked at as a promising growth booster : Abu Dhabi sees it as a means to assert its strength in the regional crises and conflicts, along with its great Saudi neighbor, while Dubai, whose vocation is above all trade, sees in it promising economic prospects. But abrupt initiatives leave little room for consultation, and are not always met with success. They affect the image of the Emirates and could arouse rivalries with their neighbors. The search for protectors, creating rivalries among the Great powers, crowned by the Alliance with Israel, could thus awake dormant rivalries.
