Recent decades have witnessed sustained academic interest in the formation of transnational regions on the basis of shared concerns about political, economic, environmental and cultural issues. Many of these scholarly inquiries originated in response to EU policies that encouraged the expansion of governance from the Westphalian territorial nation-state into transnational spaces.1 is chapter contributes to this growing eld of research by explicating a particular mechanism of sense-making that is used to situate Estonian, Latvian and Lithuanian national spaces in the transnational regional formations. It focuses on the ways in which national distinction was constructed in cultural discourses in relation to spatial categories that stretch beyond national territories.
