Ziguinchor belongs the most isolated administration's area in Senegal. In this district, slate or cut to the rest of Senegal by a foreign country; Gambia, taken in armed rebellion since 1982, infrastructures of the telecommunications know paradoxically a modernization which hoists her at a level of the other regions of Senegal, except in the Dakar region. These networks of infrastructures, although unevenly distributed, allow the region of Ziguinchor to be connected with the world streams of information. Spurred by the local deprived entrepreneurs, of the market of the informal, and the international assistance, develop points of access in trick of type télécentre for the telephone and cybercentres for the Internet. The space of relation of the region widens. The true revolution of the communications is the phone mobile. But the manners of Internet (email at first) and of the mobile phone reveal effects at the same moment of extraversion and centring of the regional society.

La région de Ziguinchor est la circonscription administrative la plus isolée sinon la plus lointaine du Sénégal. Dans cet espace périphérique, enclavé et coupé du reste du pays par un territoire étranger la Gambie, en proie à une rébellion armée depuis 1982, les infrastructures de télécommunications connaissent paradoxalement une modernisation qui la hisse au niveau des autres régions du Sénégal, exception faite à la région de Dakar. Ces réseaux d'infrastructures, bien qu'inégalement répartis, permettent à la région de Ziguinchor d'être reliée aux flux mondiaux d'information. Sous l'impulsion des entrepreneurs privés locaux, du marché de l'informel, et de l'aide internationale, se développent, des points d'accès aux TIC de type télécentre pour le téléphone et Cybercentre pour l'Internet. L'espace de relation de la région s'élargit. La vraie révolution dans les communications est le téléphone mobile. Mais les usages d'Internet (courriel d'abord) et du téléphone mobile révèlent des effets à la fois d'extraversion et de recentrage de la société Ziguinchoroise.
