Hervé Coutau-Bégarie n’a pas spécifiquement réfléchi au cyberespace mais le processus actuel de territorialisation du cyberespace s’inscrit parfaitement dans le schéma décrit dans son ouvrage 2030, la fin de la mondialisation ? Cet article examine comment les États investissent le cyberespace pour y affirmer leur souveraineté. Il propose tout d’abord trois modèles théoriques de développement du cyberespace : libertarien, libéral ou westphalien. Puis, il montre comment le modèle westphalien prend l’ascendant sur le modèle libéral compte tenu du processus actuel de territorialisation des données numériques et de l’érection de frontières dans le cyberespace s’appuyant sur la territorialisation de l’infrastructure informationnelle.

This article examines how states are investing the cyberspace to assert their sovereignty. It first proposes three theoretical models of cyberspace evolution: libertarian, liberal or Westphalian. Then, it shows how the Westphalian model takes the lead on the liberal model given the current process of territorialization of digital data and the erection of borders in cyberspace based on the territorialization of the information infrastructure.
