A research-action was carried out in 2015 and 2016 by the Regional Chamber of the Social and Solidarity Economy (CRESS) of Franche-Comté, accompanied by public partners, scientific and from the field of support, with the aim of better understand the dynamics of the creation of SSE enterprises in the regions, identified by the criterion of employment. The results of the survey component, obtained through the Catalyse® method (see http://www.acokima.org), make it possible to establish a typology of primary-employer structures. In particular, they show that the ability of a territory to "generate" new employers in the ESS is primarily linked to the existing voluntary sector and to the possibilities of mobilizing direct material and financial resources sufficient to enable the project to become more professional . The fragility of many structures and the limited resources at their disposal make primordial the consolidation of their function of employer. This approach also allows a process of information and orientation for the respondents to the survey, as well ad an advance in the organization and structuration of a support network through partnerships with SSE support organizations.

Une recherche-action a été réalisée en 2015 et 2016 par La Chambre régionale de L’Economie Sociale et Solidaire (CRESS) de Franche-Comté, entourée de partenaires publiques, scientifiques et issus du champ de l’accompagnement, dans le but de mieux comprendre la dynamique de création d’entreprises de l’ESS en région, identifiées par le critère de l’emploi. Les résultats du volet de l’enquête, obtenus grâce à la méthode Catalyse® (cf. http://www.acokima.org), permettent d’établir une typologie des structures primo-employeuses. Ils montrent notamment que la capacité d’un territoire à « générer » de nouveaux employeurs de l’ESS est liée avant tout au tissu associatif bénévole existant, et aux possibilités de mobiliser des ressources directes matérielles et financières suffisantes pour permettre au projet de se professionnaliser. La fragilité de nombreuses structures et les moyens limités dont elles disposent rendent la consolidation de leur fonction d’employeur primordiale. Cette démarche permet également une information et une orientation des répondants à l’enquête, ainsi qu’une avancée dans l’organisation et la structuration d’un réseau d’appui par le travail partenarial avec les organismes d’appui à l’ESS.
