La situation de handicap au CMP : Évolution et réflexions

De sa place de clinicien en centre médico-psychologique ( cmp), l’auteur s’interroge sur l’évolution conceptuelle de la notion de handicap. Du xixe siècle à aujourd’hui, le sort des enfants « idiots », inadaptés, incurables ou handicapés s’est transformé. Plusieurs fils de nature historique, politique, sociétale, bio--psycho--médicale, et anthropologique s’intriquant aux différentes couches sédimentaires de lois et de réglementations, encadrent et façonnent le paysage actuel des structures sanitaires et médico-sociales, accueillant ces enfants. L’auteur défend l’intérêt de reconsidérer la situation de handicap dans son sens contemporain, c’est-à-dire en regard d’un environnement donné, et souligne l’écueil d’une position qui consisterait à en craindre son usage et son hypothétique pouvoir surdéterminant.

From her place as a clinician working in a Medico-Psychological Center ( cmp), the author looks at the conceptual evolution of the notion of handicap. From the 19th century to today, the fate of “unadapted”, incurable or disabled “idiot” children has been transformed. Several threads of a historical, political, societal, bio-psycho-medical and anthropological nature, interwoven with the different sedimentary layers of laws and regulations, structure and shape the current landscape of the healthcare and medico-social structures catering for these children. The author defends the interest of reconsidering the situation of handicap in its contemporary sense, that is to say with regard to a given environment, and emphasizes the pitfalls of a position that would consist in fearing its usage and its hypothetical over-determining power.
