This article analyzes the emergence of ecological issues in Social Security negotiations. It shows that the issue of a just ecological transition was not initiated until very recently, thus engaging the system in a dynamic of rapid inclusion of ecological issues without the organization having transformed itself upstream. As a result, the emergence of ecological issues has not led to the creation of specific negotiating arenas, and has forced a siloed, top-down approach to environmental issues from the supervisory bodies to the national and local funds, and then to the professionals. As a result, the subject remains peripheral, caught up in budgetary constraints and diluted in the agents’ previous activities. Moreover, the balance of power between professionals whose activities are funded by social security also affects the ecological transformation of these activities. Eventually, the article identifies the nature of the two main negotiations arenas at stake in the ecological transformation of French Social Security.
