1 Introduction UNESCO’s effort to empower communities focuses on heritage holders. In emphasizing the need to involve such communities in heritage nominations, UNESCO latently draws attention to what I will loosely and wrongly call communities of patrons – that is, individuals and groups who spearhead preservationist endeavors.
