"In this paper, the author analyses the outcomes of state policies topromote institutional change over the past six years as applied tofederal technological institutes. The aim is to evaluate the institutionalcapacity of these technological establishments to respond tothe policies contained in the National Plan for Education 2001-2006principally in terms of quality and potential for growth. The mainhypothesis is that the response has been both less consistent andsatisfactory than that of the state universites. Programmes for theevaluation of research and teaching, the earmarking of funds, theconsolidation of post-graduate studies and the selection of studentshave had limited success in the federal technological institutes.Hence, one must conclude that they are still in the process of dealingwith these reforms and the situation is delicately balanced.Using our analysis as a starting point we identify which strategicareas require attention to resolve these problems and the institutionsípossibilities to respond to what could well be destabilisingelements emerging over the coming years pricipally as a consequenceof the increasing and unpredictable demand for higher education."
