Northern Ireland and the European Community

This article argues that membership in the European Community, and especially representation in the European Parliament, has provided politicians in Northern Ireland with "an extended platform" on which to project more effectively their sectarian messages. The debate on the Haagerup Report (1983) highlights these sharp differences of emphasis within the European Parliament, but the Report is then seen to open the door to an eventual convergence between European opinion and British policy that is expressed in the Anglo-Irish Agreement (1985).

Le fait d'appartenir à la Communauté européenne, et plus particulièrement d'être representé au Parlement européen, a fourni aux hommes politiques nord-irlandais une tribune qui leur permettait d’exprimer avec plus d’effet leur message sectaire. Le débat sur le rapport «Haagerup» (1983), a souligné les importantes nuances d’opinion au sein du parlement. Mais, en même temps, il a permis la création d'une convergence entre l’opinion européenne et la politique britannique qui s’exprimera par la suite dans l'Accord Anglo-Irlandais de 1985.
