Entre 1919 et 1925, la Finlande accueille les officiers de la mission militaire française, sous la direction jusqu’en 1921 du lieutenant-colonel Georges Gendre. Arrivant en mars 1919, les membres de la mission sont d’abord pris dans les évolutions dramatiques de l’intervention antibolchevique. Fermement convaincus de l’opportunité d’une intervention finlandaise visant à délivrer Petrograd des bolcheviks, Gendre et ses hommes participent aux pressions françaises sur les Finlandais dans le but de leur faire appuyer les Russes blancs. La mission se concentre toutefois dès l’été 1919 sur la formation d’une armée finlandaise indépendante, l’expertise technique, le renseignement et la vente des matériels militaires français. Victime de la baisse rapide d’intérêt des dirigeants français pour la région baltique, la mission n’en réussit pas moins à imprimer sa marque sur les premières structures d’une défense finlandaise indépendante.

Between German influence and the Russian imbroglio: the French military mission to Finland, 1919-1925.  Between 1919 and 1925, Finland welcomed the officers of the French military mission, led until 1921 by Lieutenant-Colonel George Gendre. Arriving in March 1919, the personnel of the mission were at the outset caught up in the dramatic developments ensuing from the Western Powers’ anti-Bolshevik intervention. Firmly convinced that an intervention by the Finns, aimed at liberating Petrograd from the grip of the Bolsheviks, would be opportune, Gendre and his men played a full part in the exercise of French pressure on the Finns with the objective of inducing them to support the White Russians. The French mission concentrated its activities, from the summer of 1919 onwards, on the establishment of an independent Finnish army by means of the provision of technical expertise, intelligence and the sale of armaments to the new force. Despite falling victim to the rapid decline of the level of interest among the French governing class for the Baltic region as a whole, however, the French mission nonetheless stamped its imprint on the foundational structures of an independent defence policy for Finland.
