L’intelligence économique a, un temps, occupé les sphères gouvernementales. Inventée par les Japonais, cette méthode qui associe actions et moyens publics et privés, et dont l’efficacité a été prouvée par l’expérience américaine, se heurte à une culture française encore trop marquée par la rétention d’information et les corporatismes. Le récent rapport de Bernard Carayon (2003), neuf ans après le rapport Martre, ne peut que constater les retards français malgré des initiatives publiques et privées ambitieuses. La nouvelle dimension interministérielle et intersectorielle des nouveaux risques sécuritaires, terroristes ou sanitaires ne semble pas devoir changer fondamentalement les habitudes.

Economic and Strategic Intelligence : When Influence Diplomacies Feed Economic Rivalries During a certain period of time, economic intelligence filled the governmental sphere. This method, invented by the Japanese, associating public and private ways and means and which has proved to be effective as a result of the American experience, collides with a French culture way too characterized by a common practice of withholding of information and corporatism. Bernard Carayon’s recent report (2003), nine years after the well-known Martre’s report, certifies this French backwardness in spite of ambitious private and public initiatives. The new inter-ministerial and inter-sectorial dimension of new security, terrorist or sanitary risks does not seem to alter French habits fundamentally.
