"Economic and social convergence in Western Europe, between government, unions and enterprises constitute an important part of national politics. Recent changes in economic and social conditions, like unemployment, and in economic structure (globalization, flexibility of labor), have reduced the power of unions and the freedom of national governments to persue national policies. However, this changes have not diminished economic and social convergence. Governments now strongly stress wages controls."
