La propagande d’Etat sur la question d’Alsace-Lorraine pendant la Grande Guerre est partagée entre la structure de propagande du ministère de la Guerre et celle du quai d’Orsay. La dispersion des moyens et des énergies témoigne de l’incapacité de l’Etat à centraliser l’action de propagande qu’elle limite au temps de guerre. En négligeant de préparer les cadres d’une « bonne paix » les pouvoirs publics montrent ainsi leur peu d’intérêt pour la « guerre psychologique ».
