In a solemn address on Monday 16 March at 8pm, the President of the FrenchRepublic, Emmanuel Macron, declared: "We are in a health war". From midday on 17 March2020, French citizens could no longer leave their homes, except for medical treatment,shopping or work for those who could not do so from home.French were only allowed to go out if absolutely necessary, within a radius of one kilometre,with a dated and signed attestation that was checked by the police in the streets. Bookshops,museums, cinemas and theatres were closed as unnecessary. Culture had become unnecessaryin France.This period of confinement in Paris was perplexing.
