Résume Dans les territoires périurbains, l’urbanisation croissante se fait principalement au détriment des espaces agricoles, qui disparaissent alors de manière irréversible. Associée à des enjeux environnementaux mais aussi alimentaires, la préservation de ces espaces est devenue un enjeu majeur de la politique d’aménagement du territoire. Dans ce contexte, des initiatives innovantes émergent via une intervention directe sur le marché foncier, avec l’objectif de préserver l’usage agricole sur le long terme. Cet article présente une première analyse de ce phénomène relativement récent : les « opérations de portage foncier ».
Urban growth around cities principally takes place on farmland, which is definitively lost for agriculture. Farmland preservation became this last decades a major issue for public policies, with concerns about environmental questions (water management and flood risk, ecological corridors and green and blue infrastructures) and about food matters. Public authorities have numerous tools to manage land use and limit urban expansion, principally based on planning principle. But their permanent changes allow owners to speculate on prices face to urban rent perspective. At the same time, societies and especially urban ones bring back agriculture to public debate. As a consequence local authorities run new dynamics on agricultural and environmental issues in their policies. In this context some initiatives aiming at protecting farm use on long term, are based on public or collective acquisition of farmland. This paper gives a first analysis of this recent phenomenon we call “land backing actions”.
