Résumé
Shrinking defence budgets in the industrial countries have whipped up the chase for diminishing export markets. This paper attempts to identify the main forces at play in this volatile market where suppliers are prepared to accept unreasonable sacrifices in order to secure outlets for their equipment. The role of national export agencies particularly as insurance brokers is crucial in facilitating the signing of arms deals sometimes with cash short countries. Equally important is the degree of pressure that individual Heads of State or Government are willing to apply on the authorities of a potential buying country. More perhaps than in any other economic field, the drive towards globalization in the defence market is actuated by a number of factors of a non economic and potentially perverse nature.
