"In this article we try to systematize the critical positions surrounding the triplehelix3 , by means of present papers, some of which have recently been published inbooks, scientific magazines, mass advertising, conferences, presentations at congresses.All of these have been prepared by scientists or people in charge of preparingand implementing scientific policies in Latin American countries as well as inthe rest of the world. In these, results of our own research papers have been included.These positions are according to us, in general, representative of the academicalcultural dialectics, which characterize this new century’s universities.Many obstacles showed up while searching for a new balance which may allowthe establishment of certain types of relationships between U - E - S, favorable toits participants, keeping in mind institutions and goals, functions and different functionallogics. If certain considerations regarding the main problems, which are a consequenceof certain relationship processes, are established, there will be a chance to visualizethe shapes this type of relationship takes at our universities. But one shouldremain alert to the inconveniences, that might arise when planning possible andadvantageous ways of establishing a relationship."
