Είναι ελάχιστες οι ενδείξεις που μαρτυρούν ότι οι αρχαίοι Έλληνες θεωρούσαν το κράτος ως έναν οργανισμό, άνωθεν επιβαλλόμενο στους πολίτες από μία γραφειοκρατική ολιγαρχία. Στην ανακοίνωση αυτή υποστηρίζω ότι κάτι τέτοιο συνέβαινε εξ αιτίας του ότι πολλά ελληνικά κράτη δημιουργήθηκαν κάτω από ασυνήθιστες συνθήκες, με την ενίσχυση των θεσμών που ισχύουν σε ένα επίπεδο οργάνωσης χωριού. Εξετάζω τις πρωϊμότερες μαρτυρίες για την συγκρότηση πολιτικών συναθροίσεων και καταλήγω, ότι αυτή η θεωρία μπορεί να ερμηνεύσει ορισμένα μοναδικά χαρακτηριστικά της αρχαίας ελληνικής πολιτείας.
