Within three years (1991-1993) sub-saharan Africa states have witnessed the most important wave of political liberalisation since the early 1960s. The article examines the factors responsible for these changes (economic decline, end of the cold war era, diffusion effects within Africa and political conditionality of foreign aid) as well as the prospects for multiparty politics in the continent. The main conclusion is that we should not de optimistic about the future of democratic institutions in Africa: there is not a strong link between democracy and Development, while elections cannot effectively prevent ethnic conflict. Finally, no foreign power can impose democracy in Africa by using the provision of economic aid as a leverage.
