This paper discusses the transformations of the environmental issue between 1992 (Rio Conference) and 2012 (Rio+20 Conference) and highlights the controversies and deadlocks of this question, as well as its challenges. Focusing on climatic changes and employing the notion of complexity to guides the analysis and the comprehension of the processes, the question is contextualized within the international scenario. In this debate, emphasis is given to the positions and trends of different countries in terms of technical and political changes leading to a shift from mitigation to adaptation. The conclusion seems to point to the adoption of adaptation and environmental management measures at local scale as the inevitable pathway to face a situation in which today many place little hope for a diplomatic political solution.
