Kernenergie in der politischen Zerreißprobe. Der Ausgangspunkt der Einführung der Kernenergie in die politische Diskussion in der Bundesrepublik war die Stellungnahme 1976 der SPD von Schleswig-Holstein zugunsten der Demonstranten, die gegen den Bau eines Kernkraftwerkes in Brokdorf protestierten. In den folgenden Jahren führten Bau und Inbetriebnahme von Kernkraftwerken, Bau von neuen Kernkraftwerken und Reaktoren neuen Typs, Wiederaufarbeitung und Entsorgung zu heftigen Diskussionen in den politischen Parteien, Parlamenten und Regièrungen, so daß die Regierungen in Bund und Ländern um ihre Entscheidungsfreiheit sogar um ihre Existenz bangen mußten und das System der etablierten Parteien bei Wahlen ins Wanken geriet.

The political stake of nuclear energy. The stand taken in 1976 by the Social Democrat Party (SPD) of Schleswig-Holstein in favour of the demonstrators who had protested against the construction of a nuclear plant at Brokdorf, initiated the political debate on nuclear energy in the Federal Republic of Germany. Subsequently, the completion and the bringing into service of nuclear plants, the construction of new plants and reactors of a new type, fuel and waste management, will become harshly controverted issues in the political parties, the parliaments and the governments ; they will become a real political stake and challenge the power of decision and even the very existence of governments and the existing party system.

La prise de position du parti social-démocrate (SPD) de Schleswig-Holstein, en 1976, pour les manifestants ayant protesté contre la construction d’une centrale nucléaire à Brokdorf, a marqué le début du débat politique sur l’énergie nucléaire en Allemagne fédérale. Par la suite, l’achèvement de la construction et la mise en service de centrales nucléaires, la construction de nouvelles centrales et de réacteurs d’un type nouveau, le retraitement du combustible irradié, la gestion des déchets radioactifs vont être autant de questions âprement débattues dans les partis politiques, les parlements et les gouvernements, et devenir un véritable enjeu politique mettant en cause le pouvoir de décision, voire l’existence même des gouvernements et le système des partis établis.
