La réforme du renseignement qui a été entamée en France depuis une vingtaine d’années, a modifié la perception des élites à l’ égard d’une fonction essentielle dans la gouvernance d’un État. Pour autant, cette réforme ne répond pas à tous les défis du monde actuel. Trois grands sujets sont absents de cette problématique : le rôle du renseignement dans l’accroissement d’une politique de puissance, l’éventualité de l’ affaiblissement des États-Unis dans la sécurité du monde occidental, l’importance du contenu dans les rapports de force informationnels générés par le monde immatériel.

The intelligence reform which began in France twenty years ago, has changed the way that elites see the intelligence as an essential part of governance. However, this reform does not solve all current challenges. Three main topics are out of the problem : the place of intelligence in the increase of a policy of power, the possible weakening of the United States in the security of the Western world, the strength of the content in the informational power relationship created by the intangible world.
