In this chapter we will analyse how green the CAP really is. First, we will addressthe ‘greening’ measures and/or incentives that are already present within theexisting CAP rules. In doing so, both the fi rst and second pillars of the CAP willbe looked into. Thereafter the focus will shift to the recently agreed post-2013CAP rules. Here, we will zoom in on the specifi c green measures that have beenintroduced in the new CAP rules. We will critically assess the added value of thegreening approaches that have been included in the fi nal agreement that wasreached on the post-2013 CAP rules. In a fi nal section, some general considerationsand thoughts on the protracted relationship between the CAP and environmentalprotection will be presented.
