In the nineties almost all public firms were privatised in Argentina. Facing the transformation of economic system, that established new economical rules, actors developed different strategies. In this article, we compare the trajectories of two important Argentine public firms, Yacimientos Petrolíferos Fiscales (YPF) and Astillero Río Santiago (ARS), concluding that articulation between actors and social system is always indeterminate. Therefore we consider that public policy that was finally carried out in both firms was the result of the particular interaction between the strategies of actors and the limitations resulting from the social context. In our analysis we found, on one side, an economical market strategy imposed on passive actors (the case of YPF) and, on the other side, a defensive strategy developed by actors that successfully faced the context constraints (the case of ARS).
