Résumé 0

The financial precarious of media outlets largely affects the practice of journalism in the Kivu in particular, and in the DRC in general, where the latter has become like a priesthood without money for worship. Media professionals work in risky settings and the bodies which they belong to, even though they are auxiliaries to the education system and routes of cultural values, are not realistically regulated and supported by the Congolese Government. The Congolese media industry has not arrived at the corporate stage yet. This implies that it is not even able to become a corporation for resource mobilization and financial sustainability. Several variables intervene to better explain this financial precariousness of the media throughout the country; among others, media pluralism and amateurism, lack of expert agencies in advertisement, deficiency of readership, dearth of interest of the public in the media, presence of illiterate traders who do not carry out the role of their business and the importance of the media for business success. The DRC is flooded with humanitarian organizations that have dual missions; they are both complex and fuzzy, which plunges the country into a struggling situation to mobilize those who can allow the media to breathe. Therefore, the financial instability of the media is shared by various actors, in a context of ambiguity as to the success of the advertising message, the culture of the closed counter or the camouflage of information. The non respect of legal texts that boost the exercise of agreeable settlement fuels corruption and tax evasion, the absence of state subsidies to the médias, etc.
