La loi de 2002-2 symboliserait un double antagonisme ; le premier entre le travail social, porteur historique d'innovation sociale et la chalandisation du champ social et médico-social ; le second entre le contrôle social, pan normatif de l'exclusion, des marginalités et une participation affirmée par le législateur qui suppose paradoxalement une intégration sociale et politique des populations accueillies. C'est entre ces processus d'évaluation, d'élaboration des outils de cette même loi et les enjeux d'acteurs que nous proposons de mettre en perspective les freins mais surtout les potentialités constructives démocratiquement d'une éthique collective.

Beyond evaluation, an ethical vision of participationThe law of 2002-2 symbolises a double antagonism; the first between social work, the historic carrier of social innovation and the «chalandisation» of the social and medico-social field; the second between the social control, a normative part of exclusion, the marginality and the asserted participation by the legislator which paradoxically implies a social and political integration of the welcomed populations. It is between these evaluation processes, the process of developing the tools of this specific law and the challenges of those involved that we offer to put into perspective the obstacles but also and above all else, the constructive democratic possibilities of an ethical collective.
