L’Axe Seine constitue aujourd’hui le premier ensemble portuaire et maritime français. La logistique y tient une place de premier plan, en particulier en Haute-Normandie. Pour autant, dans un contexte de concurrence très forte entre les ports maritimes de la Manche à la mer du Nord, cet ensemble n’a pas encore atteint un développement optimal sur un grand corridor est-ouest desservant le Bassin parisien et s’étendant jusqu’au centre de l’Europe. Depuis plusieurs années, l’État français a déployé des nombreuses initiatives pour renforcer la coopération interportuaire et créer un système logistique plus intégré. La création d’HAROPA, associant les ports du Havre, de Rouen et de Paris, a constitué une première étape. L’élaboration par l’État et les Régions Île-de-France, Basse et Haute-Normandie d’un schéma stratégique dédié à l’Axe Seine concrétise des orientations de long terme largement partagées. Le contrat de plan interrégional signé le 25 juin assure, sur ce territoire, une programmation coordonnée des investissements en infrastructures et facilite la coordination et l’amélioration des services logistiques.
The interministerial delegation for the development of the Seine river valley The axis of the Seine River is now the top-ranking port and maritime complex in France. Given the stiff competition between seaports in the area stretching from Manche Department to the North Sea, this axis has not yet been optimally developed along an east-west corridor running from the Parisian Basin to the center of Europe. For several years now, the French government has intervened to reinforce cooperation between ports and set up an integrated system of logistics, which is of prime importance, especially in Upper Normandy. The first step was to create HAROPA, which associates the ports of Le Havre, Rouen and Paris. The central government along with the regions of Île-de-France and Upper and Lower Normandy is drafting a strategic plan for the Seine with widely shared, long-term orientations. The contract for an interregional plan signed on 25 June 2015 provides for a coordinated programming of investments in infrastructures and boosts coordination and efforts to improve logistics.
Die Seine-Achse stellt heute den wichtigsten französischen Hafenkomplex dar. Der Logistik kommt hier eine entscheidende Rolle zu, insbesondere im östlichen Teil der Normandie. Doch in diesem Kontext, der durch einen sehr starken Wettbewerb zwischen den Seehäfen am Ärmelkanal und an der Nordsee geprägt ist, hat dieses Netz, das in dem großen Ost-West-Korridor vom Pariser Becken bis zum Zentrum Europas reicht, noch nicht den optimalen Entwicklungsstand erreicht. Seit vielen Jahren ergreift Frankreich viele Initiativen, um die Zusammenarbeit zwischen den Häfen zu verstärken und ein integrierteres logistisches System zu schaffen. Das Projekt HAROPA, das die Häfen von Le Havre, Rouen und Paris assoziiert, war eine erste Etappe. Das vom französischen Staat und von den Regionen Île-de-France, Basse- und Haute-Normandie entwickelte strategische Konzept der Seine-Achse verwirklicht langfristige Orientierungen, die breite Zustimmung erfahren. Der interregionale Planungsvertrag, der am 25. Juni unterzeichnet wurde, gewährleistet auf diesem Territorium eine koordinierte Ausgabenplanung für die Infrastrukturen und erleichtert die Koordinierung und Verbesserung der logistischen Strukturen.
El Eje del Sena constituye hoy en día el primer grupo portuario y marítimo francés. La logística ocupa un lugar destacado en este eje, en particular en la región de Alta Normandía. No obstante, en un contexto de competencia fuerte entre los puertos marítimos entre la Mancha y el Mar del Norte, este grupo aún no ha alcanzado un desarrollo óptimo en el corredor Este-Oeste que preste servicios a la región parisina y se extienda hasta el centro de Europa. Desde hace varios años, el Estado francés ha lanzado numerosas iniciativas para fortalecer la cooperación entre los puertos y crear un sistema logístico más integrado. La creación de HAROPA, que asocia los puertos de Le Havre, Rouen y París, ha constituido una primera etapa. La elaboración por parte del Estado y las regiones Ile-de-France, Baja y Alta Normandía de un plan estratégico dedicado al Eje del Sena concreta las orientaciones a largo plazo ampliamente compartidas. El contrato de plan interregional, firmado el 25 de junio, garantiza una programación coordinada de las inversiones en materia de infraestructura y facilita la coordinación y mejora de los servicios logísticos en ese territorio.
