Le 12 septembre 2012 fut marqué par l’éruption d’une des forces créatrices du droit au cœur de notre système fiscal. Ce jour-là, en apparence, un simple site Internet destiné à concentrer la doctrine fiscale aura été activé. Pour autant, au même moment, par voie d’instruction, toutes les normes préalablement engendrées par la pratique fiscale seront rapportées, formatées et parfois reconfigurées avec un effet induit de filtration et de rajouts non mesurable à ce jour. À l’aide d’une« task force fiscale », l’administration « rebootera » alors tout un ensemble normatif structuré et destiné à appliquer un droit conçu comme la chose tant du législateur que du juge. Le BOFiP-Impôt constitue dès lors un objet d’étude de par les évolutions qu’il est susceptible d’engendrer sur le fonctionnement de notre système juridique.
