De l’avènement du Consulat à la chute du Second Empire, les chambres hautes qui se sont succédé sont toutes composées de membres choisis et nommés par le chef de l’État sur des critères qui, même lorsqu’ils sont encadrés par la constitution alors en vigueur relèvent bien souvent de l’opportunité politique. Cette désignation constitue une sorte de bâton de maréchal pour ceux qui sont choisis. Dans le domaine économique, le XIXe siècle se caractérise au contraire par une profonde réorganisation des cadres légaux de l’activité de production, par une intense transformation des modes de production, par une véritable ouverture des marchés, qu’ils soient intérieurs ou internationaux, en somme par une véritable révolution, tout à la fois industrielle et sociale. Cette confrontation entre une institution par essence conservatrice et un monde économique en pleine ébullition est au cœur cette étude développée en trois tempsLa réflexion porte d’abord sur la place qu’occupent les milieux économiques – lato sensu – dans les Sénats des Premier et Second Empires et la Chambre des pairs de la Restauration puis de la monarchie de Juillet, en pointant les probables distorsions d’un régime à l’autre et sans occulter le fait que l’âge de nomination valorise sans doute plus l’expérience que l’action effective. Il convient ensuite de s’intéresser aux informations sur la situation politique, mais également économique et sociale que les sénateurs et autres pairs, qui disposent d’un ancrage territorial, ont, pour partie, vocation à transmettre au gouvernement ou au chef de l’État. C’est le Premier Empire qui institutionnalise le système en créant les sénatoreries et en exigeant de leurs titulaires qu’ils mènent de véritables enquêtes donnant lieu à la rédaction de rapports, dont on signalera les apports et les manques. Est enfin analysée la façon dont ces hommes mobilisent leur savoir spécifique et le mettent au service de leurs collègues et des débats en cours dans ces chambres hautes. En prenant comme terrain d’expérience quelques-unes des grandes questions économiques qui les agitent, on voudrait observer les orateurs à l’œuvre et tenter de mesurer leur influence éventuelle.
