ETIAS is a new digital tool in the European landscape. With this application, a kind of European ESTA, the European Union wants to be aware of incoming people before they reach the border. As a matter of fact, third-country nationals can benefit from visa free travel to the European Union; but when this new tool comes into force, they will have a new obligation: to apply for ETIAS before leaving their country. The European Union wants to prevent illegal immigration and to secure public order. However ETIAS is a new challenge for human rights.

L’ETIAS est un nouvel instrument numérique dans le paysage européen. Par cette procédure, sorte d’ESTA européen, l’Union européenne veut connaître les personnes venant sur son territoire avant qu’elles ne se présentent à la frontière. De fait, les ressortissants d’États tiers peuvent bénéficier d’une dispense de visa d’entrée dans l’Union européenne. Mais, lorsque ce nouvel outil sera en vigueur, ils auront une obligation nouvelle : obtenir l’ETIAS avant de quitter leur pays. L’Union européenne veut ainsi prévenir l’immigration irrégulière et sécuriser son ordre public. Cependant, l’ETIAS constitue un nouveau défi pour les droits de l’homme.
