Life-long Education and Training At the European Council meeting in Lisbon in March 2000, heads of state determined to make Europe the most competitive and dynamic knowledge-based economy in the world. The key element in this strategy is life-long education and training (FTLV, Formation tout au long de la vie). This notion is based on three points vital to the improvement of state education and training systems : focus on the learner, equal opportunity, relevance and quality of training. This policy will be implemented in all countries of the European Union, and will have specific features in France.
